inadvertently caused an uptick in Unsubscribes.

A range of IP dropped from SNDS. In my attempt to restore it I sent the
confirmation email to a Level 3 contact.
I am in communication with L3, made a couple attempts to resend the
confirmation, but to no avail.
Can anyone point me in the right direction to have this request reviewed
further?
Are there any 163.com admins on this list?

Seeing an uptick in Sender Rejected mail. Possibly Cloudmark, though the rep
looks good and I don't have any recent diagnostic issues.
