I'm in the same boat. For a month now I've been trying to find a
Spectrum/Time Warner/Roadrunner email contact to tell me why they are
blocking my mail server (and , in fact, my entire /20 range), with a
similar error:

Our IP admin team had updated contact info in our ARIN netblock registration.
This somehow triggered an automatic SNDS re-verification request for
some of our blocks.
There were three of these pending. After I reviewed and got them
approved, the new SNDS access requ

I actually had several go from medium to high. No down movement at all for
the IP’s I monitor.
