[mailop] Microsoft Bulk Complaint Level

Seem to be getting BCL 8 on an IP but in SNDS we don't have any complaints. Can Microsoft advise if this also calculated using other metrics or might be broken in this instance? We are red on that IP for smart screen as well but again no idea how to improve that so are not even delivering to pe
