Is there some magic needed to get a message to open in a new tab instead
of a new window?

It's a MacOS Sierra thing. Open `preferences > Dock > Prefer tabs when
opening documents:` and choose what you want. In my case, I have it set
to always and that way, MM will open a message in a tab, same goes for
compose window etc.
