Question regarding VoiceOver hotspots

Hello, I just began using Catalina and am finding a problem with VoiceOver hotspots. I use a hotspot in Apple Mail to quickly get to the search field. I can save the hotspot to the zero key, used with the VO key, but the hotspot is not saved. When I leave mail or shut down my Mac, the hotspot g
