I've enabled Voice Over image descriptions in those settings. It was the
only function not previously enabled. The problem screen remains a
problem as described, unfortunately.

Aha! The problem is Meta View doesn't like Voice Over much. Here's how I
solved my problem:
1. I turned off Voice Over while in the Meta View "Share Data" screen.
2. I scrolled down with three fingers.
3. The greyed Share and Don't Share buttons where now actionable, i.e.
