The only way to do it with the keyboard is to go to the VO utility and check
the box under sound. However, the Trackpad method with the three finger double
tap is much more efficient for a number of reasons, mainly it’s easy to
duplicate to unmute where as the keyboard method, unless you have an
On my MBA, pressing F10 mutes sound. It mutes all sound, so if you’re trying
to mute speech in order to hear something else, that isn’t a good solution.
But if you are good with muting all sound, it’s quick and easy.

OK, here are the instructions to add a commander to mute speech.
To setup a commander to toggle the mute speech for VoiceOver, first open
voiceover utility with vo f 8 that is control option f 8. Next press command
8 to jump to commanders.

Using the control key has always worked for me. Many times when I am
carrying out a task, I do not always need to hear what VO is saying.
Muting speech at such times is not an option whereas pausing speech is.

It's never worked for me either. Even if I dump VoiceOver, it isn't

Lol. Well, glad I’m not the only one. I just prefer it as a way to end calls,
because when I two-finger double-tap, my phone starts playing music, which
