That being if Pages could take the word file, make the comments and track
changes available via voiceover, allow a person to do the edits, and save
the file again in word to send back?

There’s a software I use called e-sword x which is accessible.
It has tons of translations, especially English versions.
I use it to read the Bible every day.
You can find it in the App Store.
Its a payed app but I can’t remember what I payed for it.

A quick Web search indicates there’s a Mac OS version, so you should be able to
install it and find out how accessible it is. Another quick Web search failed
to find any useful information on http://applevis.com/ other than reports of
accessibility issues with the iOS version.
