First, Voice Control is not a part of VoiceOver, and therefore it cannot be added to the rotor. It can be enabled under Accessibility via a toggle. Secondly, Voice Control is not new in iOS 18. Voice Control was unveiled during WWDC in 2019, and presumably was included in that year’s iOS

Yes Gabe you’re right, on the Mac voice control interprets what it hears from voice as your dictation which gets some pretty screwy results as you say. In order to use it you really have to use headphones to keep voiceover in your ear and not in voice controls microphone ear. All that said I’ve
