Also, I've noticed with Yosemite that if you delete a voice and that certain
voice is checked when you go to the customize menu under speech, the voice will
redownload until you uncheck it. I know it does this with Alex and the Nuance
voices but not sure with the other built-in voices.

Thanks for this. You are correct. My instructions toggled the VO sound
effects whereas cmd-3, then VO-right three times, then VO-space like you said
should toggle the speech on/off.

I guess that it is possible. I’ve never bothered removing any of the built-in
voices before, so you may have confused the speech engine. If you still don’t
have any voice, try going into Recovery mode, try turning on VO there. It
should work for you then if you re-install your MacOS, the
Tim, surely, you meant to press CMD+3 after entering the Voice OVer Utility?
Then VO+right three times then press VO+space? That's where I find the mute
speech check box.

I had system sounds. It even made the normal VO clicking sounds but no speech
what so ever.
Even when I rebooted my machine, VO clicked like it does when it activates, but
still no speech.
