Use all F1, F2, etc. keys as standard function keys. The VO F2 twice command
should work after this.

the issue exists on the new generation iMacs with the extended keyboard. a bit
of a puzzle considering that when I have assessed all shortcuts in keyboard
preferences, everything is as normal, yet voiceover is producing this issue. oh
well.

Good Day:
VO-F2 pressed twice quickly works quite well on my MacBook Pro running
Lion. Being a new Mac user, I'm not sure what shortcuts might have changed,
but, on my end at least, the window chooser is working fine with the shortcut
you have below.
