I’ve doen this with the force quit option.
when I try and open it again, it does the same thing, just sits there!

Also, does it let you quit? Probably not, if it's busy. If it doesn't, use
option-cmd-escape to force quit Safari, then open it again. It's possible it
just choked on something the one time you tried to open it, and it hasn't been
able to close since so it can try again.
