I, too, have just updated to OS X 10.9 (Mavericks).
I can confirm this bug.
I just tried to pair my BlueTooth Apple keyboard and was told the
passcode was 12345678 by VoiceOver, whereas, a different passcode was
actually displayed on the screen.
