Generally speaking, a Mac OS update has little or no effect on the
accessibility of iWorks. At least, I haven’t seen much of a difference going
from snow leopard, to Lion, to Mountain Lion using the applications found in
iWork 2009. So I wouldn’t put to much hope in Mavericks fixing iWork

You can do all of that using vo with Numbers with no problems. Numbers is a
little buggy, but there are very few accessibility issues. It's actually the
best of the three in that regard.
