As far as I know if you delete them off your phone, they will also be deleted
off your iCloud on other devices. Have you selected the options in photo
settings to optimise your iPhone storage? This basically keeps a compressed
version of the photo on your phone but keep the full size one in

I do not want them removed from my Mac or other devices.
my iPhone is running out of storage.
