try this
after you find the menu and press VO shift space and find the preffs options
and press enter or VO space on it
VO might say selecting/deselecting preffs
then use the window chooser when the preffs are selected
this may help

I know about VO+shift+m, if that's what you mean. Again, I say, that's not the
kind of access issue I'm talking about here. These are very special cases
where menues will appear on the screen but not be visible to Voice Over unless

I'm talking here about menues which cannot be found in the regular way you
describe. These menus have to be located with the use of the Mouse.

um no.
you use VO+M to get to the menu for the specific application. then you arrow
right 1 from the apple menu and then down until you hear preferences. hit space
and you are in.
