Hi,
In the Users & Groups pane of System Preferences, Interact with the Users,
Groups & Login Options List area and navigate down to the Login Options item.
Stop Interacting with the List, unlock the lock to make changes then check the
box to Use VoiceOver at Login.

It is in system preferences, users and groups, and then there is a table in
which I found at the bottom an area called login options. If you tab to the
right past the full name popup button you can find Use VoiceOver in the login
window check box
And remember to do the click the lock
