I just tried option command without a download running, and it didn't come up,
so try the download button in the toolbar if nothing is active. My homepage
though is a blank homepage when I open Safari. Most people probably don't
prefer that but I do.

Option command l should still do it. Also you can interact into tool bar, and
vo avow to the right past the search box and there's a button you can click on.
