I checked Settings + iTunes & App Store and both Cellular Data and Apps are On.
I have a suspicion it might have to do with Privacy.

Cellular Data On and Apps is dimmed Off. Since Apps is dimmed, I can not toggle
Apps On. Why is Apps dimmed even when Cellular Data is toggled On? I am with
