Yes, holding the option key on boot should bring up the Boot Picker, although
it is not accessible with VoiceOver. This process has also changed for the M1
Macs, although if you’re using BootCamp, then you are not on an M1. Sometimes,
the timing of holding down the option key is tricky.

the os that it is set to load to boots up it does not give me the option
on what os to boot to
it should give me
