It seems like the verbosity setting for Voiceover effects whether or not mail
is read automatically when you press Enter on a message.
On my machine, when verbosity is set to medium, messages are read automatically.

When you're on the message list, why not just hit control+option+j whenever you
want to read a message? That jumps you to the text for the selected message
and VoiceOver starts reading it. I don't remember how I found out about that
command, but I've been reading messages this way for a while.

Just don't touch the keyboard after hitting enter. Yes, you'll hear a scroll
area. Though, VO-W if not interacting with that area works as well. But the
first method would be an auto-read. Personally, I'm glad if there isn't one.
I'll just use these methods.
