In order to fix this, find the new message notifications setting in the general
preferences of the mail app. Switch this to whatever setting you are most
comfortable with. I have mine set to only announce incoming messages from
VIP’s.

You are right; Command 1 is a better option.
To check what Windows are open in an application, go to the Windows menu and
arrow down. I did notice some other folks had problems with the Mail Busy alert
all of the time so that's why I posted my solution.

Also, to get to the inbox, you can use command-1 .
You can find out what's open by pressing VO-f1 twice quickly. In any
application, you can go to the window menu and find out which windows are
available.

the inbox in a new window. I checked the Windows menu item and found out that I
had over thirty inbox windows
