I think that if you are using a full size keyboard the function key is the
insert key on the six pack.

For me to get this to work, I have to add the function key. I think it depends
on how you have your function keys set to operate.

Even with verbosity set to Low, this isn’t happening to me. Are you having
other anomalies with VoiceOver?
Often, when you get weird behaviour, reinitialising the PRAM can sort things
out.
