The Fn key is not necessary when using VoiceOver, if using a full size extended keyboard. The Fn key is necessary if using a MacBook Pro/Air machine because of the compact keyboard without Home/End or PageUp/PageDown keys. In this case the Fn key is used to perform these functions using the arrow

This will depend on exactly what keyboard your client has. If the keyboard is a full sized apple keyboard with a six pack then the function key will actually be the position of where an insert key is on the windows keyboard. In other cases it could be that the function keys don’t have double fun
