The drive is formatted to exFat. I only mount the drive in VMware.I
always turn Voiceover off after I startup the Windows VM.
When I first connect the drive after the Windows VM is running, I
will see it. But if I try to do copy or paste to the drive, it all goes
to pot.

Is it formatted NTFS or Fat?
And have VoiceOver on when you plug in the drive with Virtual Machine
running.
You should get a notification asking to mount the drive on Mac or
virtual machine. there should be a checkbox to always do this.
If the notification does not show, go to the file
