Hi,
Some pop-ups are coded oddly and don't respond to regular VO actions. Try just
your arrow key then return.

If this hasn't already been suggested, often you can just hit the two letter
abbreviation for the state (FL, for Florida, for example) and then VO Space to
collapse the pop-up menu, and when you cursor back over it, the state will be
selected. Hope that's not redundant.
