I don't think that's the case here because the page does refresh.
I've seen places where the VO problem with clicking a button link does occur
but that looks very different from this one.

Only one thing comes to mind, and I doubt this possibility. Ever since Lion
came out, sometimes, Voice Over fails to react properly to VO+space. What
sites are you having issues with?
