Command Shift R is the keyboard shortcut for the reader. It will be dimmed if
there isn't a large enough chunk of text on the webpage for reader to think it
should be active. I think it has to be two or three pages worth of scrollable
text before the reader decides it can be of use.

In Safari, I see the toggle reader choice but I don't know how to make it work.
It says "dimmed" when I press it.
