That sounds like some kind of memory leak to me.
I don’t know much abut that but do you have sighted help somewhere in your
neighberhood?
Id yes you could try to go into diagnostic mode which sadly does not work with
VoiceOver.
Therefore the sighted help.

It disappears for a while, then it starts to creep back in after about the
first 24 hours of uptime and apparently affects any running apps. It is
beginning to resemble a memory leak issue. Also, I have had several crash
reporter dialogs pop up with increasing frequency as the problem worsens.

What model of computer? How much RAM on board the computer? Do you know how
many apps you have open when this occurs? If you press cmd-option-Escape,
which brings up the Force Quit window, do any of the apps announce that they
are "not Responding"? žAre you on the latest version of Cata
What happens when you reboot the system? Does the problem persist?
