What is vocr and where can one find it?

You can go to system preferences, then notification center, and disable mail.
Right now, it is popping up a notification for every message, and vo is
dutifully reading out those announcements.

Whenever i am outside of apple mail it's telling me that i am getting messages,
it starts reading who it is from, etc.
I'll be in another window, and it'll start saying who it is from. Should this
