There have been changes to how Single Key Nav, and Quick Nav work in Sonoma.
Check VoiceOver Utility under Commanders > Quick Nav.
You should be able to resolve your issue there.

Check your VO settings under Commanders/Quick Nav. Make sure Enable single-key
Quick Nav checkbox is unchecked

I have got a problem with Sonoma which seems not able to fix.
All of a sudden single key navigation is turned on without my knowledge.
This has been going on for several beta updates but I am wondering if some of
you guys have the issue even if you run a stable version?
It seems to turn on
