Hi,
In this case you usually need to press cmd-f5 about 4 times with around half a
second or so in between and VO will turn back on. Quickly plugging in the
power adaptor will usually allow VO to begin speaking again as well.

When the battery is down a dialogue box appears warning of running on
reserve battery power. Immediately after this the speech cuts out. I am told
