The best OCR app for iPhone is Prizmo. Several of us who are totally blind have
had very good results with this app, which is also multilingual.
As for colour detectors, there seems to be a problem with the iPhone 4 and

I suppose VizWiz will probably be the best colour detecter you can ask for, but
