If it is a fillable document, then I would expect any application that can read PDF would work including Adobe Acrobat Reader, Microsoft WOrd, and preview. If it is one that needs you to type in markups, even then Preview on the works for sighted people, though the gold standard on the Mac side

you shouldn't have to do anything to go into edit mode. Just do command oh and tab around to get to the file you want to open. You should be able to start having through the fields without a problem, although some people have had a problem and we can't figure out why. You might want to contact t

You might try PDFpen Pro. I used it this year to do my tax forms. It seems to work pretty well although there were some fields that didn't fill-in. I plan to send them a copy of the blank form to see if it was the form or the program. They said they are interested in Accessibility. Sincerely, G
