You can slow down speech with VO+cmd down arrow. It did that to me
too when I migrated my old settings to a 10.6.1 computer.

You don't need to add the FN-key when using a Macbook type. Here's how
to change that so you don't.
1) Go into System Preferences
2) Go into Keyboard
3) Find the tab called "Keyboard" and select it.
4) Find the checkbox named something similar to "Use all F1, F2 etc.
keys as standard
Try chanigng he sped by choosing VO command and either right or left arrow
until you get the rate.
