If you go into system prefs and users and groups,
Then go across to the right and click the lock to unlock / be able to make
changes,
Then back to user accounts,
At the bottom of the list of users you should have one called Log in ,

The number of users is immaterial. Sometimes, you may need to uncheck, then
recheck the box to ensure that it is in the correct state. ET has kindly
directed you to the necessary location in System Prefs.

For speech at login go to the System Preferences and then Users &
Groups. Near the very bottom you'll find a 'click the lock to make
changes' button which you will then authenticate with your Mac's admin
password. Once that's done you can interact with the "Users, Groups and
Login Options" list
