most current firmware readily available for the public, which I'm quite sure is
what you have, I had this problem a fair amount, yes
The dictation is tied to Siri, so if there are problems with the SIRI
server, it will effect dictation. At least, this has been my experience.
Sometimes, jsut putting the phone to sleep for ten second will right the ship.
