When using up and down arrow keys in Safari, it seems like the
syncronization is not exactly precise to where the voiceover cursor is
located.
Also, shouldn't there be a hotkey in Safari, with this new functionality, to
read next paragraph?

Yes, OS X 10.9.5 did introduce this. However, I found it unreliable, slow, and
all around not great. The implementation in Yosemite is far superior, to me at
least.

How exactly does this work? Is it just using the up-and-down arrows? I tried
