The problem is when you do a clone, the recovery partition is not cloned.
Try holding the option key down at startup and hit the right arrow key and then
enter. Make sure the external drive is not connected when you do this.

I do have a back up drive, I decided to do a smart update using super duper
just a few hours ago. I actually just did a restore from that drive which is a
passport for Mac.
Now, I can’t even turn VO on when attempt to access the recovery partition
using command r at start up.

you can boot form to try running disk utility from it?
