Thanks guys. I found the desired command in the list of possible
braille commands. Its labeled "go to linked item". That works fine.
Still tinkering.

Not sure if this depends on how you have Mail setup, but I can move from the
list of messages to the list of folders by pressing Shift+Tab, and back again
with Tab.
I think the original question asked about navigating using a Braille display,
but I’m not sure which keys would substitut
Well, as Herbie said, you can use the "move to linked item” command.
Another possibility is to set up hot spots for the message list and mailbox
list.
If you want to get more complicated and make sure that mail is running, then a
two or three line AppleScript should be able to do this.
