Just Restart Voiceover and it will work.
The checkbox c related to apple scripts is checked but have no effect.
Restarting Voiceover works here.

I am in the same boat as you. I have a feeling that sometimes the system
forgets your preferences about allowing VoiceOver to control Apple scripts.
Sometimes I have to keep on checking and then taking the option and putting in
my credentials. It drives me crazy.
