When you first install the dropbox app, it will normally create the
folders in the user's home folder. The app can be accessed, but you
have to do a few things. Move to the status menus, then use the
voiceover navigation keys to move to the dropbox icon, the regular
arrow keys do not work here,
Hmmm, very strange. I just reinstalled dropbox and it worked for me.

When they installed the app it should have asked them to sign in or create a
new account. Once they sign in, it will create a dropbox folder in their home
directory.
