When I tested this before replying I had cursor tracking on. I believe that tracking is irrelevant when using the drag and drop commands that VO provides. These commands don't work very well however when dragging to objects that auto-hide or are partially obscured when the drag starts or stops.

You need to use the drag and drop functionality of VoiceOver. Go to the folder you want to move. Mark it with VO+comma Move to the folder after where you want it to go. Use vo+ less than (vo+shift+comma) This worked fine for me. If you want to actually have the folder placed inside another fold
