I don't think so, in either case. The problem is that Chess speaks using system
speech, not VoiceOver, and system speech can't talk to braille, only VoiceOver
can. I just had a look and, sadly, Chess offers no AppleScript control ability.
Maybe the moves are displayed in the window, I'm not sure
