I was directed to an option that will resolve this. In VO Utility,
General, look at the modifier key settings. There are 3 choices.
1. ctrl-option
2. capslock
3. ctrl-option or capslock
I chose #3.. This allows you to use either option as the VO keys.

Very interestingly, I do not encounter this with phone numbers but I do
encounter it with e-mail addresses. I did change my card template 4-5 years ago
so perhaps the order of items in the address card makes a difference. Also
seems to behave a bit better (at least when cursor tracking is on) if

There is a bug it looks like in the numbers field. It’s not repeating the
numbers.
