I would use the Shift-VO-command-spacebar method of dragging and dropping.
In my experience, it works more reliably then the VO standard way. Once you get
the mailboxes on the favorites bar, you can arrange them however you like.

If you add mailboxes to your favorites bar, you can set it up so that you
can use command-1, command-2, command-3, etc, to switch between mailboxes. By
default, for example, command-1, is your unified inbox.
