Thanks Anne for this. So, adding to Anne's instructions, follow her same
instructions to set the leader type:
* With mouse-keys off.
* Navigate to the item labeled "None" to the right of the Alignment style,
bring your mouse to that location with VO-cmd-f5.
* Turn on mouse-keys.
* Go right

To insert a tab stop
* Jump to the Formatter.
* Select layout and interact with the scroll area.
* Go down to Tab stops and expand it with VO-Space.
