OK, so Pages has been deleted. However, I'm being prompted to buy Pages, not
download it. Why would this happen if I've already purchased it?

It might say buy but when you click the buy button it should say you’ve already
purchased it and it begins downloading. I’ve seen this before. Only other
thing I can think of is it’s a different store account.

When that has happened to me, I delete the app from the device. I am then able
to download and install the newest version.

On the Mac run your update process in the App Store to see if an update is
available. If not then I would delete pages from the Mac and click on the
download / install option under purchases which will restore the latest version
of pages to your machine.
Just a guess but that’s how I’d approac
I would think that deleting pages off the Mac first, would let you download it
from the App Store. But I don't know for sure, can't hurt to try it.
