I’ve had this issue with my Watch running watchOS 6, but not with my iPhone
.. but in iOS 12, they stayed muted when DND was off.

With Emergency Bypass on, Any calls or text messages from contacts who you've
set it up to work with will bypass the mute setting. Hope that helps and hope

Hi Sarai,
Have you tried rebooting both the iPhone and watch, and see if that resolves
this issue.
