As said, in settings>Phone>Silence Unknown Callers, when a number not in your
contacts calls, the call is silenced, then sent to voicemail.

Yes and it works beautifully. If it is a legitimate caller, they
will leave voice mail. Scammers do too, but that is fine. Most do not.
